ምድራኽ ሃገር-በቈል ስግግር ናብ ቅዋማዊ ምሕደራ

እቲ ኣብ ብራሰልስ፡ በልጁም፡ ኣብ 5-7 ነሓሰ 2022 ብሓልዮት ኤሪ-ፕላትፎርም ዚተሰላሰለ ኤርትራ ሲምፖዝዩም 2022-II፡ በዚ ዚስዕብ ወግዓዊ መግለጺ ደምዲሙ።

ኣምር

ሳላሳን ሓደን (31) ዓመታት ድሕሪ ምጕንጻፍ ናይቲ ብብርቱዕ ቃልስን ከቢድ መስዋእትን ዚተጨበጠ ናጽነት፡ ህዝቢ ኤርትራ ካብቲ ኣብቲ ቅድሚኡ ዚነበረ እዋናት ናይ ተኸታታሊ ባዕዳዊ መግዛእቲ ዚሓይሽ ህይወት ናይ ሓርነት፡ ፍትሕን ራህዋን ተሓሪሙዎ ጸኒሑ። ኵሉ ፖለቲካዊ ስልጣን ብሓደ ገባርን ሓዳግን ውልቀ-መላኺ ተገቢቱ፡ ዜጋታት ዚዀነ ቅዋማዊ መሰላት ተነፊጎም፣ ጕዳይ ሃገርን ዋኒን መንግስትን፡ ዚዀነ ኣሰር ርትዓውነት፡ ግሉጽነት ኰነ ተሓታትነት ብዘይብሉ ሃውራዊ ኣገባብ ኪካየዱ ጸኒሖምን ይካየዱ ኣለዉን። ኣብታ ኣብቲ ህዝቢ ብሰሪ’ቲ ብርቱዕ መድቈስቲ ዚሰረጸ ፍጹም ፍርሒ ዚተጐብአት ሃገር፡ ኣዋጣሪ ሕጽረት ናይ መሰረታዊ ኣድለይቲ ህዝባዊ ኣቕሑን ኣገልግሎታትን ኣሎ። ከም ሳዕቤኑ፡ ህጹጽ ኣድላይነት ለውጢ ኣዝዩ ንጹር ኰይኑ ኣሎ። መብዛሕትኦም ኣብ ውሽጢ ሃገር ይዅን ኣብ ዳያስፖራ ዚነብሩ ኤርትራውያን፡ ኣብ ህጹጽ ኣድላይነት ለውጢ ይሰማምዑ ኢዮም።

ቅዋማዊ ምሕደራ ኣብ ኤርትራ ብህጹጽ ዚድለን ናይ ግድን ዘይተርፍን ኢዩ። ኰይኑ ግን፡ ርጉእ ስግግር ንምርግጋጽ፡ እቲ ለውጢ፡ ረብሓን ጥቕምን ናይ መብዛሕትኡ ህዝቢ ኤርትራ፡ ኣብ ውሽጥን ኣብ ወጻእን፡ መታን ከውሕስ፡ ካብ ግዳማዊ ምትእትታው ናጻ ኪኸውን፣ ኣብ ውሽጢ ሃገር ኪበቍል፣ ብኤርትራዊ ዋንነት፡ ውሳኔን ሜላን ኪብገስ፡ ኪድረኽን ኪፍጸምን ይግባእ። ምስዚ ብዚተኣሳሰር፡ ኵሉ ሃገራዊ ፕሮ-ደሞክራስያዊ ኤርትራዊ፡ ነቲ መስርሕ ርጉእ ስግግር ናብ ቅዋማዊ ምሕደራ ንምቅልጣፍ ኪሰርሕ ሞራላዊ ሓላፍነት ኣለዎ።

ኤሪ-ፕላትፎርም፡ ኣብዘን ዚሓለፋ ሓሙሽተ ዓመታት፡ ኣብ መንጎ ፕሮ-ደሞክራስያዊ ተነጣጠፍቲ ኤርትራውያን ኣብ ዳያስፖራ፡ ቀንዲ ረብሓ ህዝቢ ኤርትራን ሃገረ ኤርትራን ዘማእከለ፡ ሓባራዊ ባይታ ንናይ ሓባር ስራሕ ንምንጻፍ ኪሰርሕ ጸኒሑን ይሰርሕ ኣሎን። ነዚ ዕላማ’ዚ ሸቶኡ ከም ዚወቅዕ ንምግባር፡ ፕሮ-ደሞክራስያዊ ተነጣጠፍቲ ጕጅለታትን ውልቀሰባትን ብምትእኽኻብ፡ ሃናጺ ሃገራዊ ልዝብ ንምክያድ፡ ጠቓሚ ሓሳባት ንምእማም፡ ዓቕምታት ንምውህላል ኰነ ርጉእ ስግግር ኣብ ምድራኽ ንምትሕግጋዝ ዚዓለመ ተኸታታሊ ሲምፖዝዩማት ከሰላስል ጸኒሑ። ከም መቐጸልታ ናይቲ በብግዜኡ ኪካየድ ዚጸንሐ ጸዓት ድማ፡ ኤሪ-ፕላትፎርም ኣብ ትሕቲ ምድራኽ ሃገር-በቈል ስግግር ናብ ደሞክራስያዊ ምሕደራ ዚብል ቴማ 2ይ ኤርትራ ሲምፖዝዩም 2022 (ኤርትራ ሲምፖዝዩም 2022-II) ኣብ ምክያድ ይርከብ።

ዕላማታትን ቴማታትን

እዚ 2ይ ኤርትራ ሲምፖዝዩም 2022 እዚ ሰለስተ ቀንዲ ዕላማታት ዚሓቘፈ ኢዩ፦

1. ነቶም ኣብቶም ዚሓለፉ ሲምፖዝዩማት ዚተመዝገቡ ኣወንታዊ ውጽኢታት መሰረት ብምግባር፡ ኣብ መንጎ’ቶም ኣብ ዳያስፖራ ዘለዉ ፕሮ-ደሞክራስያዊ ተነጣጠፍቲ ጕጅለታትን ውልቀሰባትን (1) ሃገራዊ ረብሓ ህዝቢ ኤርትራን ሃገረ ኤርትራን ኣብ ምክልኻል፣ (2) ልዑላውነትን ግዝኣታዊ ምሉእነትን ሃገረ ኤርትራ ኣብ ምድጋፍ፣ (3) ኣብ ኤርትራ ቅዋማዊ ምሕደራ ንምትካል ኣብ ምጽዓር፣ ጥርናፈ ንምድንፋዕን ምትሕብባር ንምሕያልን።

2. ኣብ ህሉው ኵነታት ኤርትራ ኣብ ቅኑዕ ሓበሬታ ዚተመርኰሰ ዝርርብ ምክያድን ኣብ ሓባራዊ ራእይ ዚተመስረተ ፕራግማታዊ ውጥናት ሓባራዊ ስራሕ ምእማምን።

3. ኣብ መንጎ’ቶም ኣብ ዳያስፖራ ዘለዉ ፕሮ-ደሞክራስያዊ ተነጣጠፍቲ መድረኽ ሓድሕዳዊ ምትእስሳርን ምትሕግጋዝን ምውዳድ። 

ኤርትራ ሲምፖዝዩም 2022-II ኣብዘን ዚስዕባ ቴማዊ ፓነላት ዘተኰረ ዝርርብ ኣሰላሲሉ፦

1. ቀንዲ ብድሆታት ንቅዋማዊ ምሕደራ ኣብ ኤርትራ።
2. ኵነተ ሃለዋት ኤርትራዊ ዳያስፖራ።
3. ቍጠባዊ ሜላ ስግግርን ሰሳኒ ልምዓትን።
4. ሃገር-በቈል ስግግር ናብ ደሞክራስያዊ ምሕደራ ንምድራኽ ዚሕግዝ ጥርናፈ።

ውጽኢት

ድሕሪ ሰፊሕ ዝርርብን ዘተን፡ ተሳተፍቲ ሲምፖዝዩም ኣብዚ ዚስዕብ መደብ ስራሕ ተሰማምዖም፦

1. ቅዋማዊ ምሕደራ ንምድራኽን ንዅሉ’ቲ ኣብ ልዕሊ ልዑላውነትን ግዝኣታዊ ምሉእነትን ኤርትራ ዚውርወር ግዳማዊ ምትእትታውን ታህዲዳትን ንምብዳህን ዚሕግዝ፣ ብሰፊሕ ልፍንቲ ናይ በበይኑ ኣረኣእያታት ዘለዎም ዚተፈላለዩ ተነጣጠፍቲ ጕጅለታትን ውልቀሰባትን ዚቐውም ቀጽሪ ልዑላውነት ኤርትራ (ቀ.ል.ኤ.) ምምስራት።

2. ህዝቢ ኤርትራ ዚምእምኦ መንግስቲ ብናጽነት ናይ ምምራጽ መሰሉ ንምርግጋጽ ንዘለዎ ሃረርታ ምድጋፍ።

3. ተግባራዊ ዓቕሚ ህዝቢ ኤርትራ ርጉእ ርእሰ-ምምሕዳራዊ ስግግር ናብ ቅዋማዊ ምሕደራ ንምድራኽ፡ ምዅስኳስ ሓድነት ዕላማን ምሕዝነትን ምቕጻል።

4. ነቶም ብምትእትታው ተጻባእቲ ግዳማዊ ሓይልታት ነቲ ምልካዊ ስርዓት ንምእላይ ዚሕልኑ ኤርትራውያን፡ ነቲ ሓደገኛ መርገጺኦም፡ ምእንቲ’ቲ ህያው ረብሓ ህዝቢ ኤርትራን ሃገረ ኤርትራን፡ ዳግመ-ገምጋም ኪገብሩሉ፣ ኣብ ክንድኡ፡ ኣብ ጐድኒ ህዝቦምን ሃገሮምን ደው ኢሎም ንተግባራዊ ዓቕሚ ህዝቢ ኤርትራ ንምሕያል ኪሰርሑ ምጽዋዕ።

5. ነቶም ንስቓይ ህዝቢ ኤርትራ እናረኣዩ ከም ዘይረኣዩ፡ ነቲ ምልካዊ ስርዓት ዕዉር ወይ ዘይነቐፌታዊ ደገፍ ምሃብ ዚቕጽሉ ዘለዉ ኤርትራውያን፡ መርገጺኦም ዳግመ-ግምት ኪገብሩሉን፡ ምእንቲ ዚለዓለ ረብሓ ህዝቢ ኤርትራን ሃገረ ኤርትራን፡ ኣብቲ ምእንቲ ፍትሕን ቅዋማዊ ምሕደራን ዚካየድ ቃልሲ ኪጽንበሩን ምምሕጻን።

6. ነቶም ኣብቲ ‘ስቕተኛ ኣብዝሓ’ (Silent Majority) ተደጒሎም ዘለዉ ኤርትራውያን፡ ኣብ ክንዲ ኣብቲ ንድሕነት ህዝቢ ኤርትራን ፖለቲካዊ ጥዕና ሃገረ ኤርትራን ወሳኒ ኣገዳስነት ዘለዎ ጕዳይ ልኡማት ተዓዘብቲ ዚዀኑ፡ ኣብ መሳርዕ ቃልሲ ንፍትሕን ቅዋማዊ ምሕደራን ኪጽንበሩ ጻውዒት ምግባር።

7. ትግባረ ናይዚ ስምምዕ’ዚ ንምክትታል፡ ክሳብ’ቲ ዚስዕብ ሲምፖዝዩም ወይ ዋዕላ ዚሰርሕ ሓሙሽተ (5) ዚኣባላቱ ኣወሃሃዲ ሽማግለ ምቛም።

 Eritrea Symposium 2022-II
Catalysing Homegrown Transition to Constitutional Governance

Eritrea Symposium 2022-II, convened by Eri-Platform (EP) in Brussels, Belgium, during 5–7 August 2022, concluded with the following communiqué.

Concept

Thirty-one (31) years after a hard-won independence, the pursuit of a better life of freedom, justice, and prosperity remain elusive to the people of Eritrea. With all political power concentrated in the hands of a single authoritarian leader, citizens have no constitutional rights while affairs of state and government business are conducted in an arbitrary manner, with no semblance of rationality, transparency, or accountability. There prevails an acute shortage of basic necessities and essential public goods and services in the country where fear, induced by severe repression, reigns supreme among the people. As a result, the need for change is palpable. Most Eritreans living inside and outside the country agree on the urgent need for change. 

Constitutional governance in Eritrea is both urgently needed and inevitable. To ensure a stable transition, however, it must be home-grown, initiated and executed under Eritrean ownership, decision, and policy, free from external interference. In this regard, pro-democracy Eritreans have a moral responsibility to work to speed up the process of transition.

Eri-Platform has, for the past five years, worked to find common ground for joint action based on a shared vision among Eritrean prodemocracy activists in the Diaspora, centred on the vital interests of the Eritrean people and the State of Eritrea. It has facilitated a series of symposiums designed to bring together activist groups and individuals to engage in a constructive national dialogue, proffer proposals, pool resources, and cooperate in support of a stable transition. Eritrea Symposium 2022-II (ES2022-II), convened under the theme of Catalysing Homegrown Transition to Constitutional Governance, is a continuation of that effort.

Objectives and Themes

ES2022-II has sought to achieve three principal objectives:

1. Build on the achievements of past symposiums to enhance coalescence and strengthen collaboration among pro-democracy Diaspora activist groups and individuals in (i) the defence of the national interest of the people and State of Eritrea; (ii) support of the sovereignty and territorial integrity of the State of Eritrea; and (iii) pursuit of constitutional governance.

2. Provide for an informed discussion of the current situation in Eritrea and propose pragmatic plans for joint action based on a shared vision.

3. Provide a forum for networking and cooperation among pro-democracy Eritrean activists.

ES2022-II focused on the following thematic panels:

1. The Main Challenges to Constitutional Governance in Eritrea.
2. The State of Play in the Eritrean Diaspora.
3. Economics of Transition and Sustainable Development.
4. Coalescence to Help Crystallise Home-Grown Transition to Constitutional Governance.

Outcome

After extensive debates and deliberations, Symposium participants agreed to:

1. Establish an Eritrean Sovereignty Bloc (ESB), composed of a broad coalition of diverse activist groups and individuals, to help crystallise constitutional governance and challenge all external interference and threats to the sovereignty and territorial integrity of Eritrea.

2. Support the Eritrea people’s aspirations to exercise their right to freely choose their government.

3. Continue to nurture unity of purpose and solidarity to strengthen the agency of the Eritrean people to crystallise a stable autonomous transition to constitutional governance.

4. Call on Eritreans who seek to change the authoritarian regime through the interference of hostile external forces to reassess their dangerous stance and work, instead, to strengthen the agency of the Eritrean people in the vital interest of the people and the State of Eritrea.

5. Urge Eritreans who turn a blind eye to the suffering of the Eritrean people and lend uncritical support to the dictatorial regime to reconsider their position and join the struggle for justice and constitutional governance in the higher interest of the Eritrean people and the State of Eritrea.

6. Appeal to the ‘silent majority’ to join ranks with the struggle for justice and constitutional governance rather than remain passive spectators on an issue of decisive importance to the security of the Eritrean people and the political wellbeing of the Eritrean State.

7. Set up a Coordinating Committee of five (5) members to follow up the implementation of this agreement until the next symposium or conference.
